Sheila Becker is Head of Network and Information Systems’ Security (NISS) at the Institut Luxembourgeois de Régulation (Luxembourg Institute of Regulation, ILR).

After obtaining her PhD in 2012 from the University of Luxembourg and the University of Lorraine, Sheila worked at ILR in the telecom sector. She went on to join the Luxembourg Armed Forces in 2016 as head of the cyber defence team, and was soon afterwards seconded to the Directorate of Defence as cyber defence advisor.

In 2019, she found her way back to ILR as head of the Network and Information Systems’ Security team for implementing the NIS Directive, as ILR became the competent authority for energy, transport, drinking water, health, and digital infrastructure. The NISS team also supervises the security measures and incident notification obligations for the telecom sector under the European Electronic Communications Code (EECC) and will be in charge of implementing NIS2 once it has been transposed into national law.
