Oleksandr Zhyvotovskyi

Chairman, NCEC, Ukraine

Oleksandr Zhyvotovskyi has been Chairman of the National Regulatory Authority of Ukraine, NCEC, in the field of electronic communications, radio frequency spectrum and provision of postal services, since 2014.  

Under his leadership, Ukraine has launched the first spectrum auctions and introduced mobile broadband nationwide.

Oleksandr was elected as Chairman of the EaP regional platform of electronic communications several times, and under his leadership, NCEC joined BEREC in 2022. 

Since russia’s full-scale invasion of Ukraine started in 2022, NCEC’s main focus has been on ensuring connectivity and keeping people connected, fostering resilience, stability and reconstruction of electronic communications networks.

Prior to being appointed to this position, he served as a director at ING Corporate finance and ICU, a Ukrainian investment bank. 

 Oleksandr holds a Master’s degree in Finance from Kyiv National Economic University.
