Director of WIK-Consult's Brussels Office
Ilsa has been Director, Brussels for WIK-Consult since 2012. During that period, she has authored a number of studies for the European institutions, regulatory authorities and network operators concerning telecommunications policy, digitisation and sustainability.
In 2021, Ilsa led a study for BEREC on the Environmental Impact of Electronic Communications. Ilsa has also investigated sustainability within the sector and the role played by electronic communications in supporting energy efficiency in a range of other sectors in studies for the European Commission on the “Review of the Broadband Cost Reduction Directive” and for the Danish Energy Agency in the study “Analysis of the Danish Telecommunications market in 2030”.
Other studies which Ilsa has led for the EC include support for the Impact Assessment for the Digital Markets Act (Dec 2020), the role of State Aid for the rapid deployment of broadband networks in the EU (Sep 2020), Future electronic communications product and service markets subject to ex ante regulation (June 2020), and support for the Impact Assessment accompanying the review of the EU Framework for Electronic Communications (Sep 2016).
Between 2002 and 2012, Ilsa worked in various roles in the electronic communications industry including ECTA, the association representing alternative telecoms operators in the EU, and Cable & Wireless, where she represented the interests of incumbent fixed and mobile telecoms operators in the Caribbean, Middle East and Pacific.
Between 1998-2002, Ilsa was a senior advisor at the UK telecoms regulatory authority Oftel, with responsibility for EU Affairs and broadband policy. During this time, she managed the UK’s first review of the broadband market, and contributed to policy and negotiations on the 2002 EU Framework for Electronic Communications.
Ilsa has an MA in classics from Oxford University and a Postgraduate Certificate in Economics from London University.
