Paolo Lupi – End Users Working Group
Paolo Lupi is Deputy Director of the Consumer Protection Department of AGCOM, the Italian communication Regulatory Authority, where he has worked since 2001. Paolo has more than 20 years of experience in regulatory policy and competition analysis in ICT industries with a particular focus on network access, internet development and consumer-related issues. Paolo is a member of the Italian delegation to the Working Party on Communication and Information Services Policy under the Directorate for Science, Technology and Industry of the OECD and has chaired and participated in the activities of several Working Groups of ERG and BEREC. Before joining AGCOM, Paolo held research positions at the University of Naples (IT) and at the University of York (UK). He holds an MSc. and a PhD. in Economics from the University of York (UK) and a post-graduate Diploma in EU Competition Law from King’s College, London.
