Fixed Network Evolution Working Group
The Fixed Network Evolution Working Group‘s area of expertise is the continuous evolution of fixed electronic communications networks, which include the rollout of fibre closer to the consumers and related issues on migration and the switch-off of copper networks or network elements, very high-capacity networks, the deployment of new access technologies, state aid for broadband networks and the reduction of costs for the deployment of electronic communications networks based on the Broadband Cost Reduction Directive, which will to be replaced by the Gigabit Infrastructure Act in 2024.
Alexander Thelen is a Legal Advisor in the international department of the Bundesnetzagentur, the German Regulatory Authority for Electricity, Gas, Telecommunications, Post and Railway (BNetzA). He is responsible for the coordination of international telecoms dossiers. In particular, he follows dossiers related to market regulation, incentivisation of Very High-Capacity Networks deployment and sustainability.
Alexander joined BNetzA in 2012 in its legal office, where he was mainly responsible for litigation of appeals against regulatory decisions in the field of telecoms. From 2015-2021, Alexander was seconded to the European Commission’s Directorate General for Communications Networks, Content and Technology as a national expert. There, he worked mainly on notifications of regulatory measures under Article 32/33 of the European Electronic Communications Code (formerly Article 7/7a Framework Directive).
Alexander holds a law degree from the University of Bonn, Germany, and a Master of Laws degree from Tulane University in New Orleans, USA.
